Being that this is the LAND phones category and not the mobile/cell phones category I'll assume you're talking about a landline phone.
If you have standard modular RJ11 phone jacks in your home instead of the older style jacks, it should work just fine. The only issue would be if your phone takes an AC adapter that you'd need an adapter to change the mains voltage (if the supply isn't switching; most aren't) and AC recepticle style.

most likely it's because your carrier doesn't have service on the other side of the world.
you might be able to get it reprogrammed with a "pay as you go" thing where you have a certain ammount of credits, but not sure how that will affect your contract here in the US.

You have to have a phone and a network that uses the same technology, like GSM..This is used world wide.
