I believe this has to do with what SHOULD occur if the government "gets out of line." This means that the involvment of the gov. in the lives of those they govern, should only be limited to the point of neccessity. (Protection, SS, etc...). Once the government begins to resemble a police state, or communism--then there should OF COURSE, by any right minded nation; be some CIVIL DISOBEDIENCE to declare what we will and will not stand for.
Watch closely that there is always some LEVEL of Terror ALERT; keep in mind that the USA is becoming a police state and that the New World Order is in the dressing room NOW, because the STAGE IS MOST DEFINITELY SET. Watch, because this is all prophetic. Not lunatic, or extreme-but PROPHECY unfolding before your very eyes. See for yourself that JESUS is in fact the Son of GOD, and that any "good work" or success we have in this life is as filthy rags in the contrast of our HOLY SPOTLESS PERFECT GOD. The ONLY way to GOD is over the bridge that is PURE FAITH and TRUST in JESUS as your personal redeemer, and the One who took the penalty for your sin.
(Please do not be offended, for when I say "YOU", I am speaking in general terms, meaning ALL people).
What is the definng mark of importance, of evidence that Christianity is the ONLY WAY TO GOD...........change. It is simply put--the change that navigates your conscience, and your heart, your actions and your goals in life. I KNOW that JESUS is the Son of GOD because of the immense, and perfect PEACE that fills my heart, when I SEEK HIM! No other religion has come close to offering what Christianity does......salvation, eternal life with a holy GOD and likewise, with a GOD that is in love with His children.....who DIED for them, and who changes the hearts of the hardness of sin, and renews us daily as we yearn to KNOW HIM MORE! The days are numbered, and this you can know by the deceit that overwhelms the elite, and upper most authorities that rule this nation, and this world. Please seek Jesus, and turn from any known sin- ask Him to forgive your sin, and pray that HE gives you that abiding PEACE of mind and heart that HE gives all who seek Him out of a pure heart and true intentions of pleasing HIM ALONE!

Thoreau's sentence is a play on words. Think about the word "governs" -- it can mean what a government does, but it can also mean to control something. Therefore, the government which does its job (governs) best, is that which controls people (governs) least. He felt that governments shouldn't be micro-managing.

It's addressing an issue of control. The less a government tries to control its citizens/subjects, the better.
