According to studies (I'll post links later) the short nosed breeds can see the TV much as we can, and the long nosed breeds see more of it in just color and motion.
Here is one good link> http://www.abc.net.au/catalyst/stories/s953902.htm
Note: dogs are NOT limited to just black and white, but do see color differently than a normal visioned human, being unable to differentiate green from red. They see yellow, blue, tans/browns, and some purples quite clearly.

Animals can see the pictures on a TV as well as you or I. Mostly, they just aren't interested. It's like when a man's watching the fights, and his wife is totally oblivious to what's going on, on the TV. (unless she's a fights fan too!) A man can sit through the opera with his wife, and not see or remember a thing that happened on stage. But if there's a dog movie on, some dogs will sit up and pay attention to it. They won't catch the storyline, of course, but they do watch the other animals. They'd be even more interested if that TV could somehow emit realistic smells. Some dogs have been known to see a dog on the TV, and run around it, looking for an opening, that the TV dog used to get into that box! They don't understand how the TV works, of course, but they sure do understand that there's a dog in there!

Yes and No. Its is believed that dogs see in black and white so they won't see the full effect. However dogs are very attuned to movement so they are very interested in the flickering aspect of it.
I think that there is also an element of the ability of the eye to recognise different frame rates - Human eyes can't really tell the difference over about 18 frames per second - which is what allows us to watch tv without seeing the screen flicker as the picture changes however we are not sure how dogs and cats would see this.
We used to have a Lab that used to sit and watch the screen weaving her head from side to side to try and make out what was going on.

Yes my Jack Russell watches tv all the time but the only time she gets really interested is when there is another dog on the screen. It doesnt have to make a noise but she knows the difference.

I think every cat and dog I've owned has reacted differently. I had a Border Collie and a Pit Bull and neither were interested in the screen. The four Airedales I've owned watched and listened intently especially if a dog barked or a command order was given. I think it has to do with Airedales being "line of sight" hunters as opposed to smell. All the kittens I've raised are not aware of the screen image but the cursor arrow drives them nuts but when they get older they loose interest.

I had a Red Setter and he used to love watching the tv, and he understood the programmes, albeit they were about animals.
He used to back up and put his bum on the couch with front paws on the floor. If I blocked his view walking past him he would lean to the Lt or to the rt, just like we do.
He used to whine, when, say in documentaries a lion would catch a gazelle, and get really upset. One of his favourite programmes was about a duck that was a detective. I cannot remember the name. He also once watched a film called The Bear and that is a really long film, he was glued to it all the way through.
I have other dogs and none of them have shown the interest in the tv like Skipper did

One of my dogs goes wild barking at the TV whenever animals are on the screen, so they can definitely make out the picture!
