Could be the throttle position sensor out of adjustment or failed,or binding gas cable from the pedal to the throttle housing,dirt accumilation on or in the throttle body,I would check all of the above

try running a bottle of fuel injector cleaner through the system after replacing fuel filter if that doesnt work e mail me directly can give u more info could be 50 things wrong try that// good luck
