Yes... freezing causes water in the the cells to expand and will eventually rupture, which causes the meat to go mushy.
Also, the extra moisture will actually make the meat go "bad" quicker everytime it's defrosted.

It doesn't harm it, but it doesn't help its taste, either.
If the meat is uncooked, it is always a good idea to refreeze it if you don't know when it will be prepared. As long as it is frozen in an air tight bag it will be fine (assuming we're not talking about more than 2-3 times at the most)
If the meat has been previously cooked, multiple freezings will dry it out.
Freezing anything makes it less flavorable.
