1.) The quick once-over, nothing inappropriate running through the person's head. Older people, teachers, and parents tend to do this one the most. They are merely checking to see that you are normal looking, no red-flags to warn that you are an exceptionally troublesome/or trouble bringing person.
2.) A guy/girl doing the up and down means they are comparing you to themselves. Seeing what you look like, your style, judging what you might be into, and possibly deciding if you are fat/skinny/attractive/intelligent/what ethnic group you are,or are spacing out and staring at you without even realizing what they are doing. I find this happens during lunch or in a very boring class the most.
3.) In a kind of flirtatious atmosphere the person is definitely deciding if you are attractive if not, if they do find you attractive their minds could be going anywhere from the gutter to thinking of ways to talk to you.
4.) This is the worst up and down. Someone already dislikes you before having met you, and pick apart everything about you from clothes to looks before you even open your mouth. Combat this by being well mannered and sauve, then they'll have nothing to bad mouth.

It depends on whether you are a guy or girl, and whether the person doing the looking was a guy or girl. If you are a girl, and another girl is checking you out, she is either gay, or looking at you to make sure she "thinks" she looks better than you. If the looker is male, in the same case, he is checking you out possibly to the point of mentally undressing you. Male to female...if the female is checking you out, she thinks you're hot. Male to male...he thinks you are hot, and mentally undressing you! :)
