I am not sure but it may have to do with the seasons. Many plants die off or go dormant in the winter. If plants had baby plants, they may not have the time needed to develop properly. Seeds are probably a way of delaying the birth of a plant. They also allow plant to be transported to more locations as birds eat them, etc.. I am not a botanist, this is just my guess.

Most plants produce seed, but not all. Some seeds that are produced are sterile and will never germinate. Other seeds, if they are from hybrid plants, will not produce a plant like the parent. This is not as complicated as it sounds. To get the best results I suggest looking up the specific type of plant you have. Do an internet search for "propagating spider plants"....of course replace spider plants with the type of plant you have. This will get you info to let you know if seeds are produced, if they are sterile or not, or if you would be better off just taking cuttings of the plant and reproducing it that way. It will also let you know, if seeds are produced, how exactly to sow them. One last thing....spider plants do propagate remarkably well by putting cuttings in water. However, they do produce seeds too. Under the right conditions they will get little white flowers on them that will go to seed if allowed.

Not all plants make seeds. Fruit and things like Iris and other bulb plants do not make seeds. But in any case that is how they make more plants.

It is a matter of survival. The seeds drop to the ground to sprout again, the wind carries the seed to other regions to sprout and grow.
