In my experience of being in the Navy, a surge is basically a redeployment. Typically, units in the military have a set schedule for rotating between training, fighting and rest. Deployments can be anywhere from 6 months to a year. Extension of a deployment means just that, your already there so you stay. Early deployment means you havent completed your training cycle, and out you go. A surge, is generally a redeployment interrupting a rest phase. During a rest phase is generally when you see most of the troop rotation. So by surging, you keep your most experienced people and go at it again.
