Do you have a bachelor's yet? You cannot come on an H-1 until you do because it is only for "specialized workers".
As for the time, it can be anywhere from 2-4 months after you submit the application to get an answer. If you're in a hurry, you can do the Premium Processing ($1000 fee) to get a decision in 15 days.
