you are right it is annoying, because you don't know what that person is thinking. is he thinking --wow she looks great or is he wondering why you have that green stuff stuck in your teeth.
it makes you very self-conscious and people don't like to feel that way. if it happens agin, try getting the person who is sitting across from you to trade seats. or if you are feeling really brave, start staring back. then he will become self-conscious and stop.

You know what...yes I do but I have a story to add to it.
I was sitting in a restaurant one night with my two children who at the time were 12 and 13 and they were fighting like crazy. Nothing big just the picking that kids do, but it was driving me crazy so..i tune out. I started looking around the restaurant, and then I got bored with that and just tuned out entirely and was thinking about stuff..and out of the blue this women from another table walks up to our table, i did not even notice her until she was right in front of me and said, "Take a picture it lasts longer" I was so mortified. I did not even realize that I had been staring at her I had been so entranced in my own thoughts. So, giving the benefit of the doubt..I would say go to the ladies room or switch sides of the table, if the gaze changes and follows you..feel free to be rude. Otherwise, perhaps like me he was off in la la land.

It's just like you throw a piece of meat on the floor, and when a cat comes to eat it, you wouldn't allow it....POOR CAT...!!

Well you should have gone over to him and ask him why he was staring at you and also you shoudl have told him that it's rude to stare at people. AND if he said something just tell him you know I could have said something worse but I am not that type of person. SO please don't do it again. AND yes sometimes it's annoying. Especially if your a beautiful, hot, sexy woman.

Yeah, it annoys me too when you go out to a bar/club and can't just chill with friends b/c drunk dudes are always hitting on you or even feeling you up. I swear I think sometimes I should go in sweats and baggy shirts just so they could leave me alone!

You'll never know what he thinks, and when you're surrounded with friends they become a wall for you sometimes, and who knows who he might be?, Try this: "I'm going to give you a chance: say something clever to keep my attention" If he doesn't he'll be ashamed to be staring at you, or you may be surprised.

Don't you have to be looking back at him, to know he's staring the whole time? Kinda makes the situation equal, doesn't it?
I don't find it annoying...I simply don't worry about it. Why allow someone else's passive behavior to distract you from enjoying your meal?
