It's not a question of better - it's a question of which effect you prefer.

The Lomo action sampler gives you four sequential, normal (ratio) images on one print.

I think they're both pretty cool. If I had to chose just one, I'd get the supersampler. I think this effect is weirder & more artistic.

But I also think these are special use, 'fun-cameras'. If I had to choose between either of these and a (cheap) digital camera, I'd get the digital camera. Any digital camera will also let you snap 4 pictures in rapid succession so you can create your own action/ supersampler looking prints in an image editor. Or you can add hundreds of other special effects. A digital camera can do everything the Lomo can and more... but with a Lomo, you're screwed if you want to make a small poster out of just one picture.
