If the neighbors are complaining about the size of her bush, then it certainly needs a good trim.
As for dogs peeing on it, well perhaps you can sprinkle some Puppy-B-Gone around her bush so they don't get near it.
Because there's nothing worse than a girl's overgrown bush after it's been peed on by dogs.

Just bust out the rusty garden clippers and trim them, yourself! If you really want to get creative, try trimming the bush into a shape like a farm animal or something.
