They are occasionally around the Pacific Ocean close to shore but usually they are in deeper waters that would make swiming with them tough.
Sea World in San Diego does offer a program where you get up close to the dolphins. That is put on a Wetsuit and get in about waist deep water to interact with them but you don't actually get to "swim".
