When you heat the oil in the pan to make the popcorn you add sugar to the oil before heating it up. It melts into the oil and the popcorn kernels get coated in it before they pop.

I think its "kettle corn". I've seen it made at the fair---they pop the corn in oil in a giant kettle, with a handful of sugar stirred in as it's heated.

They sell microwave kettle corn, too.

it's called nak's pack and they use a commerical air popper the pack has a butter, salt and oil pack on one side and a pack of popcorn on the other
