No, it's not normal. The installation should not take more than half and hour. You need to cancel the installation, disable all programs running in background like anti-virus and try again. I really don't see why you need IE7 anyway. It's buggy and doesn't play nice with other apps. Many people are having problems with IE7. If you want a browser that's more stable and has all kind of features use FireFox.
