Could someone explain this line to me. In what ways is he doomed? Can someone show me a few examples? Thanks.

Despite having the best intentions with any sort of power man (people) are going to do something bad with it. Even if they didn't mean to do any harm.

Men/women--> king/ queen most always start with the best of intentions and end up abusing their power.

Government---> have some good ideas, but don't always work, even though they are put into law

It seems to me that the quote is sarcastic and satirical in nature. The only "truth" to it is that DEATH is the only ultimate end to our being- so, regardless of our failures, success and conditions- we're all doomed to demise despite our other intentions.
