If you believe in the concept of a soul, the question becomes who has them? all animals?
Most pet owners would claim their beloved pets have souls. I certainly do no see why, if a soul exists, chimpanzees wouldn't have one.
so why not? and to your final question, I say do nothing.

If your question is in Judeo-Christian perspective:
No, the human-chimpanzee does not have a soul, it is an abomination in the Eye of God. What has it instead? Well, that would be like asking wheter demons have a soul, it is not for man to know these sort of things.
If your question is in the broader spiritual perspective:
Yes
......but, I think there must be certain prerequisites in order for a soul to attach itself to a body. You should first determine: "What has a soul?" and if animals do not, then determine: "Is this creature an animal?"
What the prerequisites are we can only speculate:
- Some sort of an electronic field (already present in every brain).
- Maybe it has to be reincarnated from the same species (if so, then this creature wouldn't have a soul or it would be the first).
- It must be conscious of itself and conscious that it is conscious.
- It must be granted by a Higher Power.
- A soul must choose to inhabit this specific creature.
Difficult question, I wouldn't take any answer for true immediatly.

Show me a true example of the half human-chimpanzee and I will tell you. But until that is a reality, there is no need to try to figure out what this side show would be and contain. Do you actually have a specimen like what you describe? Until we actually see the speciman, no questions can be answered. The DNA of a monkey is some what like the DNA of a human. But it is not a match. Reproduction can not be done, with the two species, unless it has a DNA of the same. The monkey does not have the same DNA as a human.

The original-language terms (Heb., ne′phesh [?פנ]; Gr., psy‧khe′ [ψυχή]) as used in the Scriptures show “soul” to be a person, an animal, or the life that a person or an animal enjoys.
The connotations that the English “soul” commonly carries in the minds of most persons are not in agreement with the meaning of the Hebrew and Greek words as used by the inspired Bible writers. This fact has steadily gained wider acknowledgment. Back in 1897, in the Journal of Biblical Literature (Vol. XVI, p. 30), Professor C. A. The Bible does not say we have a soul. ‘Nefesh’ is the person himself, his need for food, the very blood in his veins, his being.”—The New York Times, October 12, 1962.
