...the status of, do you use Ms, Ms. or Miss as the default? This is going to be a letter via snail mail...

Ms. works for a woman of any marital status.

I always learned to use Ms in that case. Ms is neutral. It can mean either.

Always use "Ms." Otherwise you risk offending the recipient.
