Improve the diet.........don't buy lousy dog food. He is worth the extra bucks to buy a dog food that will nourish him and his coat. Find one with omega fish oils, that will help his coat alot. The coat tells alot about a pet's health and it sounds like yours needs better food.

Dogs get dry skin and dandruff just like humans, but don't use human products on them! It all depends on the reason behind the dandruff. Dry skin, food allergies, weather, stress, too much bathing, tons of stuff can cause it.
First rule out allergies. Next take a look at your weather conditions-it's been unusually warm and no snow around here so my dogs are a little on the dry side. I supplement their diets with fish oil caplets. If you are bathing too much, cut back. Or if your dog spends a lot of time in the water, when you bathe use a conditioning shampoo. Oatmeal based ones are wonderful for that purpose or even a spray bottle with watered down conditioner that you can use on their coat when brushed weekly. Check and make sure that your dog does not have any internal parasites or even the external ones(fleas).
Above all, make sure that your dog is healthy, eats a good premium diet-kibble, treats,etc. A dog's overall condition will show through the most in their coat and skin. Keep them clean, parasite free and brush their coat to help distribute the coat oils.

The best way to calm him down is to exercise him and like people said he is still very young plus he has to very hyper breeds in him Border Collies are very hyperactive and must be exercised daily maybe even twice a day try something like playing frisbee or Agility I bet he would do awesome at both of them things and maybe even fly ball and labs are also considered a hyperactive breed so exercise exercise exercise that will help a lot maybe he will even like swimming since he has lab in him. You can't just expect him to be calm he's a pup and he needs exercise. Also make sure you have him neutered this will also help A LOT. He will calm down with him be fixed but just remember its not a "fix" to him being hyper he will still need exercise and an outlet after he is fixed. Also about him being so smart its the border collie in him and even the lab because they are both super smart dogs I would train him and just keep training him even if its tricks or whatever. Of course start with the necessary commands sit, stay, down,leave it,wait,come if he hasn't learned them then move on to more challenging things. Also Agility can help with this. You just wanna make sure you are in charge because since border collies are so smart they tend to out smart their owners and get away with things more than other dogs. Make sure you let him know you are the Alpha and he will respect you for that. He will never really not be hyper but I think around 2 or 3 he will be better also fixing him will help and exercise. First, you want to change the dogs food to a high quality dog food. Some foods to try: Flint River Ranch, Natural Balance, Canidae, Timberwolf, James Wellbeloved, Wellness Fish and Potato, Wysong's...just to name a few (research at your leisure what you can afford and which you'd like to try). One with no by-products, no Ethoxyquin, BHA or BHT preservatives. No corn or wheat or soy.
IF you choose to not do so, you can try to add some omega 3 fatty acids into the dogs diet to help aid in healthy skin and coat. In feeding high quality pet foods, you probably won't need to add a supplement.
Labs are prone to allergies and changing the food to a high quality food is the best bet.

I imagine they must have dog dandruff shampoo. If you can't find it in a drugstore, ask your vet.

You can use Selsen Blue shampoo for dandruff. My shep/collie had it realy bad and this is what I used on him just make sure you do not get it in the eyes

My son-in-law has to brush his dog to loosen the dandruff.Then he gives her a bath, it works.She has to bathe once weekly.He uses a shampoo for sensitive dogs.

You can take your dog to the groomer's and they'll tell you what to do. If you bathe your dog by yourself, look for special dog shampoo. Also, Shampoo with an oatmeal calmer in it might work. You might consider rubbing baby powder through your dogs fur and on his/her skin. (thats what the groomer told us to do with our dog that has this problem)

don't overbathe your dog to start with... then daily brushing with a pin brush and make sure you are feeding a high quality ( not from the supermarket) dog food.. BRUSH BRUSH BRUSH
