Get Castor oil 4 oz. at a health food store or pharmacy. soak a small piece of cotton flannel with it, and place it on the scar. cover it with plastic wrap, and on the arm maybe the top of a worn out sock (so it doesn't make a big mess) You can tape it on, but tape is a bit rough to remove. Keep reusing the same piece of flannel until it gets really gross, then use a new one. The scar should begin changing in a few weeks, and be gone in a few months. It is a nuisance, but it is cheap, and non-invasive.

They're not going to disapear completely without laser surgery. Cocoa butter or Mederma will fade them though.
