i like bright neon colors, i want my room to be welcoming and inviting but to still be fun and scream teenage creativity

do all white walls or all ivory walls, but then do one wall hot pink, bright yellow, or lime green, but just one wall, like the one behind your bed because you don't want the whole room to be overpowering or hard to look at. the whole room in lime green or hot pink will be really hard on the eyes to look at and it will even show up in the dark!

Well sounds like you already made up your mind. How about florescent lime green? That will scream.
