First understand that using your identity is a federal Offense and a felony.

A police officer willing to do his job would do these things:

1. Take the report
2. Subpeona the records from the company of the fraud
3. Review the records and track down the phone calls made
4. find the residence where these calls were made
5. Identify the owner or renter during that time period
6. Interview all persons identified
7. Criminal record checks of all
8 . Eventually identify a suspect.

You can also request a copy of the billing statement as it is your right since they have accused you from the start

The police can file a report if the collection agency will provide you with the proper documentation and the fraud was committed in their jurisdiction. You will have better luck threatening the collection agency with legal action because they do not bother to check with the phone companies to get all of the necessary documentation to do the claim right. They will try to bulldog you in to paying and then they will sell your account to another agency when you don't pay. Contact the phone company directly and you may be able to resolve it in this matter.

You will probably never know who did this. The best thing to do is contact all 3 of the credit bureau's and have a fraud alert placed on your name and SSN. That way no credit cards can be issued to your name and SSN without contacting you first. This should not affect your credit score.
Credit fraud is the number one crime in the US right now and growing.

What she said... plus, if you never got a bill, they have to validate the debt to you somehow! What are they showing you to prove you have a bill for $700???? I only ask because I have been fighting the debt collectors for 4 years now for a "Cingular" account... I never had Cingular service. Every time I ask them to give me an account number and phone number that was billed, they can't. So they drop it and a year later another debt collector starts trying to get $400 I never owed.

Do the credit bureau alerts and whoever the "debt company" is, write and ask them to formally validate the debt with both invoices and actual billing times and dates. If they can't tell them to stick it.

You don't need to know who did it in this case. The affidavit they want is a statement that you did not incur the debt and were not even in the state where the debt was incurred. The first answer gave good advice on how to proceed.
