need to know if possible to downgrade from windows XP to windows 98

Remove windows XP from your computer. Then install windows 98... it's that simple.

Remove XP and install 98.
OR
You can have both. XP on one partition, and 98 on the other.

Yes. Just use a proxy router 2.4 to transfer the data and downgrade your system.
