I'll be reporting there at the end of the month. I am an e-1. Specifically, I was wondering how far we are allowed to leave NAS North Island. Also are we allowed to travel to Tijuana? Are there any liberty buddy policies?

The best place to check is with the command, either through the website, or possibly call them. If all else fails, they will let you know once you are there.

As far as going to Mexico, we were allowed to go when I was in the Corps at Pendleton. We had to be back on US soil by 8pm. When I first got there, there were no rules, but a few incidents had the commanding general ordering all Marines back on this side by 8pm.

What the Navy says you will also be told once you get there.

It's a nice town during the day, and you can find stuff down there reasonably priced. Also, the donkey show does not exist. It likely did at one time, but now it as a scam. Cab drivers will tell you it moves frequently so they don't get caught, and will then drive all over the place "looking" looking for it at different places, all the while you are paying a huge cab fare.

When I was stationed on board the USS Abraham Lincoln (CVN-72), 2002-2003. We made a stop in San Diego to pick up the air wing and were not allowed to cross the border into Mexico at the time.
When I was in school in San Diego (1998-1999) they did not care if we went to Mexico. So I think it changes with what might be going on in the area.
As far as a liberty buddy, I always had to have one whenever I was in a foreign port.

I wouldn't go into Mexico by myself if I were you. If you want to go then go with someone who ahs been there. There are also many places that are restricted in San Diego. Check out the liberty restrictions when you get there.

i dont think you will be allowed to cross the border at such a low rank. you will have a liberty card. but you dont qualify for houusing so you may not get one since you will have no real reason to leave the ship as when you get there next month and good luck and thanks for serving
