Technically, since you were given a ticket, you were already charged. What you likely have now is a Failure to Appear warrant out. Since you did not show up in court, or pay the fine, you are basically a fugitive.
Now, they won't look for you, and it is likely if you don't go back to Florida, you won't show any warrants in the state you are in. It all depends on who they report the warrant to. Most reporting stops at the state level. Also, it depends on the state you get stopped in in the future. Most do not look for warrants outside their own state.
Example, if you did this in Texas, and later got pulled over in Texas, you would be taken into custody. If you got pulled over in Illinois, they would likely no find any warrants for you.
Some state will take your license, give a receipt for it, and notify your state's agency that handles licenses that you have an unpaid ticket in their state. If pulled over in your state, a warrant will not show, but when you attempt to renew your license, you will not be allowed until the matter is taken care of.
After 12 years, I would call the judge, JP, or whatever where you were pulled over. They very well may let it go given the time since you were stopped. Or, you may be able to work it out to pay less. Either way, best you get it taken care of.

They probably issued a warrant and the warrant is still out there, so if someone ever runs you for warrants, you could get arrested. And here's the major problem, if you get arrested on the warrant in one state, you don't get bail. They can keep you for between 60 to 90 days in jail waiting for Florida to come get you. Then you get to Florida and have to deal with that state.
Contact an attorney in Florida and get this straightened out now before you get a speeding ticket in some other state.

Have you renewed your Driver License within 12 years? If you renewed your license within that 12 years your good which you have to because florida DL expires every 7 years. Working in law enforcement, I totally believe that it is possible that the whole thing was purged from their accounting system. It's best to just talk to someone there who can tell you for sure.
