If it happens mostly when excited and is a recent thing, it may just be "kennel cough" ( a mix of viral and bacterial complex) This usually goes away within 2 weeks. It usually occurs ~7-10 days after having contact with other dogs(daycare, boarding, groom, etc). If it has gone on longer, it may be a good idea to take some xrays just to make sure the heart looks ok. It will also let teh vets evaluate the lungs and see if there are any changes in the lungs(assoc with bacterial, pneumonia,or allergies).

Probably not, what youare describing could be what some refer to as a "Backward sneeze". It sounds kind of strange as if he can't get his breath. Some small dogs do this when they get excited. The only thing to do is to hold him and try to calm him down by softly petting him and whispering softly to him. You can also gently stroke his throat.

Yeah...has she been tested for heart worms? Our dog did that quite a bit and the first thing the vet tested for was heart worms. The test was negative, but it never hurts to check.

She could have a condition called collapsing trachea. Especially if she only does it at times when she's excited.
