Neutrogena acne body wash is excellent. Get a bottle of that and a nylon scrubby puff, and it will clear up in a week or less. This always works for me in the summer when my back and chest break out. Once the acne clears up, I only use it about once every 3 -5 days, since it can really dry your skin out, too.

Use an acne body wash and treat that area the same as you would your face. Use an all over cleanser, astringent and lotions that will not clog your pores. Proactiv works well but can be a little too harsh for most people. Walmart & Target has a comparable brand 'Acne Free' that's cheaper and less severe.

I use to have that problem too. What I do is exfoliate 3x a week (I use Neutrogena's Energizing Sugar Body Scrub.) And then I use Neutrogena's Body Clear body wash. It worked wonders for me and I very rarely have a break out.

You need to get a trim more often, recommend every 6 weeks and choose a reputable salon. Because what often happens is you might want a trim or dusting that's what I call them and, you will get too much taken off. Also, use better products like Paul Mitchell. Do you flat iron or blow dry a lot?
