Both of them are of the same distance from New York as well as Boston because the question stated: "Which train will be closer to New York when they encounter?" this means that the full length of the first train overlaps the full length of the second though they are on different tracks. This means that both train are on the same place at the same time thus, both displacement from New York is the same.
