Something like putty, but I need something that actually works. I'd also like the picture not to stick off the wall like an inch. Just wondering if there's anything out there I don't know about already.

Take it from an old Landlord!
Use "liquid nails" applying the glue with a caulking gun. Just follow the directions.
Say you want to glue a mirror on the wall--first put a glue-blob on the wall near each corner, then one-or-two near the middle.
Next mash the mirror against the glue on the wall an remove for one minute. Then re-mash the mirror to the wall and press for two minutes and PRESTO you have a permanent mirror.
I had renters who knocked holes in the interior doors and/or Sheetrock. When they moved I would glue a full size mirror over the spot.
I went to garage sales and bought large pictures and large mirrors and had them ready for when a renter moved out!
It beat the repair (traditional method) and was much faster.

It all depends on the size and weight of what you are hanging. They do have special nails and brackets for pictures, and if used correctly, it won't "stick off the wall like an inch." There are different putties of varying strengths, and a hobby shop is the best place to find a wide variety of ones that work. To make sure they work very well, you should follow the directions on the package.

Sure there's something that's fantastic! 3M has an aerosol spray of glue. You can get either the permanent or removable kind. It works great. They also have a double sided schotch tape also permanent or removable ( scookers use scrap bookers use this) and it works great on posters too.

You won't regret it!

I found something called "heavy duty wall hanger". It is incredible. It leaves just a small pin hole when you remove it and holds up to 150 lbs. It is from NB Industries 303-420-4924

Nails... But there is this gunk that claims to hold up 15 pounds...
