I can't do a software reboot from Windows.?

I select "start" "turn off computer" "restart" but just get a blank screen. The Windows logo won't even show up. I have formatted the drive and reinstalled windows but it is still doing the same. Everything else is working ok including hardware reboot. Any ideas? Thanks.

do you have a disk in the computer, or a flash drive or an external hard drive hooked up? If so, try to unplug or remove any local disks.
It could be something else but this is quick and easy to check first.

check the power options.
