I don't understand. Is a non-photo ID card different than the STATE ID Card? I really don't get this. Where do I go to get my NY STATE ID CARD. I just moved here and am a US citizen.

A driver's license acts as an ID Card, so if you have a driver's license you don't need an ID Card. You only need an ID Card if you don't drive. And the above poster is right, the correct site is www.nysdmv.com.
