can someone tell me if in halifax, nova scotia, they speak english or french? thanks

The majority speak English. There are a few who speak French natively; however, most of the original French settlers were expelled by the English before Canada's formation. Many of them ended up in modern Louisiana and became the Cajuns.

Of course, there are also some immigrants whose primary language is their native tongue; however, Canadian immigration laws require fluency in English or French before entry.
