Ice does coat the trees, but inside of thick bushes it can be dry. Also, it doesnt hurt birds to sit on an icy branch. Their feet can take the cold.
I was up in the Fort Worth area yesterday leading a bird watching trip for the Texas Ornothological Society and we saw 2 different species of hummingbirds, Costa's (extremely rare in Texas) and Rufous, both of which were surviving the cold quite nicely, coming into feeders. Birds are incredible creatures with a great will to survive!

The cold wind doth blow, and we shall have snow, and what will the robin do, poor thing?
She'll hide in the barn, and keep herself warm, and hide her head under her wing, poor thing!
(With thanks to Robert Louis Stevenson).
A lot of birds find their way into people's eaves and attics or lofts and barns.
