Text overlaying software?

I am looking for software that will let me overlay text to a jpg or bmp file. Whats out there thats easy to learn?

Photoshop gives me the text I want every time.

can b very easily done with ms paint if u are a windows user.

for other editing there is a free quality program available,google picasa (download free http://angle-mine.blogspot.com -full version )
