ive already tried dragging and droppin it and it wont let me!

All you need to do is drag it back to the bottom. Hover your mouse over the tool bar, left click the mouse and hold, then drag it back to the bottom of the screen. When you get it there, right click, and select lock the task bar.

Move it back--just click on it, hold down the mouse button, and drag it back to the bottom of the screen. If it won't drag, right click on it and uncheck the line that says "Lock the taskbar." If you want to avoid moving it in the future, then check that line when you have it back where you want it.

Hold the mouse down on the task bar and drag it down, if you want, right click and select LOCK THE TASK BAR that should solve the problem.

click on it and drag it to the bottom
if that doesnt work right click on the bar and unclick lock the toolbar and then drag it.

if that was not selected to begin with, lock it once you get it at the bottom so that does not happen anymore

Left-click over it, hold your mouse's left button down, drag it back to the bottom. Then rt.click and select 'Lock the Taskbar' if you'd like to keep it there.

Just click on an empty point of the taskbar, and then drag it to the bottom. It really is that simple. If that doesn't work, the taskbar is locked. Right click it, and uncheck "Lock the taskbar"

That oughta do it.
