A guy is playing with himself, and he wil not stop, since they are like 2000 feet in the air, and cant throw him off, what will they do to contain this innapropriatness?

I think that they would shove him into the cargo bay and lock the door at least thats what I would do either that or kick his butt ox

tell the flight attendant to talk with him and I'm sure if he is not going to cooperate there is a good chance they may do a emergency landing to get rid of such a passenger.

probably taser him or pepper spray him and then tie restraints on him till the plane lands.
