"May I ask you a question?" tends to be the most polite way to ask someone a question. If it's a stranger you might want to add an "Excuse me" as well.

That sounds fine to me. If I feel like I'm interrupting or they're strangers, I say "Would you mind if I asked you a question?" Definitely don't say "Can I..." because we're all capable of asking a question, but "May I..." is asking permission to ask the question.

Depends on the circumstances and the person you wish to ask a question.
A total stranger : Excuse me please, may I ask you....
To a friend or person whom you know well and are used to, still you will say :may I ask you ....
I think that is polite and you will get an answer as you are getting here.
Do please ask me another question. Thanks .

the way you asked it was fine or you could say would you mind if i asked you a question!!

If somebody asked me if they could ask me a question before they asked me the question in question..........I'd get bored with the whole thing before I had a chance to answer.

you can say :"excuse me! may i ask a question?"
then say the question you want to ask
