I think she is trying to say that most of the time we act the way other people like us to be but under certain circumstances we show who we really are, for example upsetting situations! and that's what you should believe about that person, not the way he or she acts under perfect conditions!

Basically that many people put up a facade. But when you see the core of their character via their external actions then you can believe whether or not their words match who they say they are.
