Congrat's on your new braces! They probably were busy that day and just didn't offer you the choice of different colors, thinking it would take too much time for you to decide. We never charge extra, or a different price for the colors. I always let patients start looking at them when they first come in so they have time to pick and choose. I also try to remind them of the colors for upcoming holidays, their football team colors, things like that to have fun with! Always ask if they don't offer. It's the only fun part of having braces and helps to make them tolerable when you have the monthly adjustments.
And yes, they usually change the wire each month, that's the steping up or tightening process. The colored rings (that your asking about) that hold the wire in place are changed everytime the wire is changed. The bands are the silver things on the back teeth that go around the tooth like a ring, (they don't get removed until you are finished with ortho) the arch wire runs through a slot on the side of them, by your cheek. Keep a close watch on the bands making sure they don't get loose on the tooth, allowing a gap which could lead to decay on the suface of the tooth. One of main reasons the doctor wants you to avoid sticky foods and gum! See, he's not just being mean, there really is a reason and it is for your own good too!
As for the time in changing the wire and elastics....not everyone works at the same speed, but it shouldn't take more than a few minutes, possibly 20-30. We always set a specific time aside for each patient so that we can evlauate their progress, and make any adjustments necessary during that time as well.
If you have a bracket (on the front) come off, a band (ring on the back teeth) come off, always call ahead of time so they can allow extra time to make the repair. Anytime something breaks, always, always, always call and let the doctor know. Not doing so slows down your progress and keeps you in the braces longer!

When they tighten your braces they will take off the wire and put a new one on as well as new bands. For the first few tightenings they probably will not use a really different wire, just untill you get used to the braces. Then, at each tightening they will use a smaller or different shaped wire to slowly guide your teeth to the desired placement.

I just got braces on my top and bottom and I could only get the colored things on my top ones. I got only got one color on my top braces but I could have gotten more. Maybe they just thought you'd want one or something. Idk.
and yeah they told me that they change the colored bands and wires whenever people get them tightened. My next appointment is supposed to be 40 minutes long but I'm thinking it will take less time.

You didn't get the different colors I guess because the Price... When the braces get tightened, they just change the bands. This take perhaps less than a hour.
Ask also your dentist about all that.

Both my daughters had braces The colors are connect to cost. Some orthodontisits have lesser choices. When the braces are tightened, they can change colors, yes. Ask your orthodontist nexttime you are in if the colors can be changed for you.

when you want to get 2 colors you just have to ask and they will be happy to give you too. when they tighten your braces it doesn't take long at all, they will change your wire and ask you if you want a different color bands. the total appointment takes no longer than 15 to do that all. its not long at all. good luck!
