Why not? They both are not countries...but cities...

It's not exactly they can't be recognised, it's just that the government of Beijing consider Taipei like a rebel part of Peoples Republic of China ("Beijing China"), while Taipei (up to a few years ago) considered the whole China as part of the Republic of China ("Taiwan China). There are around 20 countries that recognise Taipei, while some of them have been gently forced to change by the Beijing government (e.g. Macedonia). The process went up to a change in the United Nations Security Council, when PRC substituted ROC as one of the 5 permanent members. Still now in Taiwan the two main parties are divided between a possible reunification with Beijing under precise agreement and autonomies (like Hong Kong ones) and a firm Independence. In all this situation there are of course main interest of the western countries (first of all USA) to maintain a friendly country in a such important area. Probably the direction of Beijing towards a more liberal and democratic inside and outside structure, will lead to a not traumatic reunification with Taiwan. The situation still remain difficult at the moment.
