Budgies do not nest in an open nest. If you are trying to breed, you will need a nest box. If this is a bird that is by itself then you do not need a nest. Birds don't sleep in nests, they are used for breeding purposes only.

Parrots,large and small, are cavity nesters. Your bird is possibly picking apart the open nest for filling a nest box. These boxes can be bought on line or at larger or specialty pet stores.

i have mice, they do the same
its because they like to have straw, or watever you give them, in different places. They move it around, so that they have a nest every which way.

I always wondered this too. I figured this out. ;)
