Take him to sheltered areas first, like just in the garage with the door open. So that he only has to worry about one direction. Then graduate to an area that is open on two sides, like on the front/back porch.
Let him stay at each level for at least a week gaining confidence. Give him a nice big dog house to lay inside and look out of. This will encourage him to observe what is going on outside without being in danger himself.
Once he has the idea that it was just a one time occurrence he'll get over it. He just needs to build up his confidence. Having you and hubby there all the time isn't really rebuilding his confidence. So start with him, but then leave him in each area alone for periods of time.

What (simplme & Hunter2) said is good I have had to deal with similer issues with my pets over the years and used similer methods, it will take time to build Jerry-Lees confidents up.
and Always give him praise.

you need to get hold of a dog trainer in your area to help you. When you start out the door do not let him stop at the door just keep walking. do not baby him when he gets a afraid of going outside.

be patient.........try going out together with him. go slow. maybe the two of you go out but hubby stays a couple steps back, the in a couple of days, hubby a little closer, and so on till you are both together, and then you back away slowly till just hubby and jeyy-lee are doing it alone. good luck to you.
