Because political issues are never that simple.
There is a vested interest in keeping cheap (underpaid) labor in this Country-the same type of interests that fuel the outsourcing of labor to India & other countries.
Whatever the bottom line is, the bottom line is always about money.

In Texas, immigration is terrible. I think the government is trying and they have told on the news that they are building a wall. I am white and I have never immigrated anywhere. Mostly the Mexican culture is immigrating here. I like the Mexicans, The food, the Sombreros, Pinatas, and the Fiestas, but they are taking away jobs for people, won't even work there, and get paid extra. PLUS Insurance: Us whites have to pay the insurance FOR THEM and they get EVERYTHING free. That is the thing I have a problem with. So, I don't have a problem with the culture, but here is a tip for all you immigraters out there:
1)Learn some damn English
2)Actually WORK at the job instead of making chaos
3)PAY YOUR INSURANCE

No one can come up with a solution that seems humane or cost effective. A lot of our wealthy, and filthy rich corporations use these people for cheap labor with no benefits. They are used for cheap housecleaning, cooking, gardening whatever. Politicians are money grubbing assholes with special interests groups in their pockets, as well as illegal immigrants as their household staff. No one in Washington wants to be the person held accountable for addressing this problem.
