Since you don't say where you live, it is a little difficult to answer; but, I'll try.
In Michigan, USA where I live. I would go to 1, the news media because they are always looking for stories of how the police are corrupt. 2, I'd go to the District Attorney and bring your evidence. 3, I'd go to the State Attorney General, again with your evidence, and make your case not against the criminals, but against the police.4, go talk to your mayor and council member.
At every meeting bring all of the evidence you have and record every meeting either on video or audio.
Also you will have to recreate your image. You say you've "never been convicted", but you don't say you are not a drug dealer so I will assume you are a drug dealer. Hence you will have to completely clean up your life and your look. Quit dealing drugs. Find the squarest looking guy in your city and look exactly like him. White shirt, black shoes, tie, combed - and clean- hair. Go to church. Clean up your yard. You have to create an image of a true citizen before you go to the news media or the prosecuting attorney.
Finally I'd go to a bar and talk to a guy named Guido. I'd ask Guido for some help in this matter. I'd fork over 5 Large - all in 20s - and then move out of town.

All is good advice but.. Police have reasons for everything....They either feel that there is NOT enough evidence to arrest the parties you have identified, or feel that you would not be a good witness in their case because of your past dealings with the law, or just plainly Don't believe you because you are not in their eyes the most law abiding citizen. Whether you have been convicted or not..in their minds you have already been convicted..and in some sense it is worse than being convicted on "paper". I would from now on...get apartment/house insurance (add on to you car policy) and get a security camera, and take pictures of all your expensive equipment, in case this ever does happen again.

i have not understood your question well. all i have understood is:
someone has robbed you and police is not arresting them, and police think that u deal in drugs etc.
if i have understood correct then only read below statement.
if police is not arresting them then they might have some power. and if they have such type of power then u can't do nothing by going to police or dm or sp.
the only way available to you i to forget all these things or if you want some revenge then go to media and ask for their help.
if media will help u then there is chance that those guys will be punished

I do not think any LE officers are putting their careers on the line for two robbers. Likely, more than not, is that there is not enough evidence to charge these men.
My advice to you is that in the future you have a precise inventory of everything of value in your house. Every firearm, all my electronics, and things of value are inventoried, photographed, and it is kept in a safe place. If these things are stolen, I will have that information to offer to the police.
Seems in your case, without anymore information, that there is likely not enough proof to go after these guys.
