I assume you mean the one that's built into the gas stove....
It works on the principle of piezo electric ignition. A piece of quartz crystal is hit by a (small) spring loaded piece of metal, and this causes the quartz to release a high voltage, which in turn produces a spark to ignite the gas.
Touching it is not necessarily life threatening, just a bit unpleasant.

it is bit of same answer except the fact the spindle does not strike but it passes with a inertia and thus produces a voltage equal to static voltage

for example if u rub your comb on hair and pick up a paper it will pick up on the comb such simple technology is applied in this piezo electric stone it can give unpleasant shock feeling but not dangerous

Gas stove lighter gives both static current and heat. Static current is produced when sudden friction is produced.
