Because they can monitor many areas from one control centre, often spotting people up to no good and keeping an eye on their movements. Also if the police get a call reporting an offence, then they can have the cameras monitor the event whilst they are en-route.
Plus, the CPS, the prosecution service which advise the police who they can and cannot charge will always ask for CCTV footage. The footage is important evidence in many cases which are brought to court.

Well, it all depends on your perspective. CCTV systems are on all the time, constantly recording video. They always show up for work, there are never late and they always tell the truth. Should a crime occur, they can be instrumental in solving that crime, i.e. the abduction and subsequent murder of 11-year-old Carlie Brucia in Fla. Carlie's abductor was seen grabbing her arm and forcing her to come with him. He was tried and convicted of her murder and that video was paramount in solving the case. But we then give up our personal freedoms, "Big Brother" is there to watch our every move. There is a trade off between security and personal freedoms that the majority of citizens must consider. How much is too much? How much is not enough?
