if i change the ecu would that remove the top speed limiter?is it somewhere else in the car?is it a chip by its self?

your best bet is to send the ecu to a company that will reprogram it.they may not considering that it is still new and there are emissions to consider.no varible govenor.top speed is determined bye tire size and type from the factory.

A 2001 Toyota has a built in rev-limiter in the ECU. The chips are not changeable in these computers without taking the computer apart. They are not like some others that can be changed by changing a prom chip. If you can get an aftermarket computer to run it with, then it will get rid of the limiter. An idea might be to trick the computer into thinking the engine is going at a much slower RPM than it really is. Contact a company called Jet, and see what they say about it. They could at least point you in the right direction.
