That is a huge run-on sentence that is mind-boggling. You shouldn't worry about that one phrase being grammatically correct - by the time people get to it, they won't notice if it is or not.

This results in slow progress of on-budget housing development, and tends not to produce good quality houses within the expected time frame.

By simply adding one period and two commas, I have taken that huge section and divided it up into four smaller ones. This makes it a lot more readable to the average person.
