It would be great if people didn't chuck litter about in the first place and good if some people picked up litter they came across. However, as for saving the planet, I can think of more appropriate ways to do this e.g. by not wasting water or fuel.

Thats a fairly tenuous link. There is no real correlation between litter on the street and saving the planet.

And even if you did, what would you do with those 60 million pieces of litter a day. Once the dustmen take it away it doesn't magically disappear. Land fill sites would be swamped, there is a possibility that more rubbish would be getting incinerated... Thus speeding the death of the planet...

Litter is hardly the most taxing strain on the planet. Unfortunately the scare campaigns of the 80's about no room to put all the trash didn't do their math. The US could stop recycling for a hundred years and all of its trash would take up a couple square miles. You have to watch out for scare campaigns, remember when Brazil's rainforest was going to disappear...hmmm...still there.

Litter is something that I believe should be controlled, because to many people cannot be bothered by holding onto something that they can't use anymore. So, it is thrown onto the sidewalk, road, etc. To control this, penalty laws should be in place on signs on walkways as they are on roadways, showing a stiff fine for all offenders. Another way is for property owners, home and business is to keep their part of the environment clean. If they don't they should be susceptible to the same law.

in the UK?
Well, there are people who are too young, too old and incapable of picking things up for mediacal reasons.
We'd all need to pick up two pieces of little for that to work.
But i am lazy so I am asking my wife to pick up three, but she is at work so she is getting her Mum to pick up four.

But her neighbours on holidays and wants her to pick up his familiyes share of 6 pieces.
They also run a system at work whereby they take turns collecting all the office's quota so no my mother in law has to collect 37 pieces today.
Since she has to get sunday lunch on the go she just hires some bloke to do it all for her.

We wouldn't need to if people wouldn't throw rubbish in the street or anywhere they can!

If none of us dropped it in the first place that would be even better.
