It is hard to say from one actual meeting; meet one more time and see if there are any sparks, if not, best to be honest with him and tell him that the chemistry is just not there.
It could be he really is the person he relayed on paper and is just to shy to show it and needs given a chance, or it could be the paper does not live up to the reality and the chemistry is just not there.
No matter how long you converse with someone over the internet, be it day, weeks, months or years, does not hold a candle to actually meeting the person as to what you actually feel about them.

It really depends. Sometimes that spark doesn't come until later, after you've gotten to know the person better. A guy who you think just looks so-so actually can be the most beautiful man in the world when you get to know him.
I'd say go out on a second date, and go in with an open mind. Just enjoy his company.
And remember, personality goes a long way.

Unfortunately, the internet can provide for unrealistic expectations - people who express themselves well through typing in IM often aren't as skilled talking face-to-face in person, and often fall flat on their face (else they probably wouldn't be on IM!). It sounds like he may be geniuine though - if you have things in common, you should give him a chance. It may take time for him to warm up to you - takes time to adjust from the cyber-world to the real-world impression of a person.
